The European Union's Markets in Crypto-Assets regulation has consolidated stablecoin liquidity around Circle's USDC, with total market cap falling $17 billion to $303.8 billion as of Aug. 2, according to DeFiLlama data.
"The recent decline in stablecoin market cap represents a relatively small pullback in what we believe is a long-term growth market," Paul Howard, senior director at trading firm Wincent, said.
MiCA's full-transition cliff crossed July 1, forcing platforms in the European Economic Area to delist unauthorized stablecoins. USDT circulation has fallen roughly $6 billion from its about $190 billion peak to about $184 billion, while USDC has given back about $7 billion from its March peak near $80 billion. Revolut is delisting USDT for European users by Aug. 31, with residual balances auto-converted to fiat. June's $7.7 billion contraction was the largest monthly drop since the Terra collapse in May 2022 — yet the same month printed $1.79 trillion in adjusted settlement volume, up 63% from May, per Standard Chartered data.
Circle's dual trust charters from the OCC and NYDFS, plus its MiCA authorization, position USDC as the only major stablecoin licensed on both sides of the Atlantic. The Aug. 31 Revolut deadline and parallel EU delistings will mechanically retire more USDT float, with the total stablecoin market cap expected to test $300 billion.
The MiCA framework classifies stablecoins into Electronic Money Tokens and Asset-Referenced Tokens, mandating banking or electronic money licenses to operate on European soil. Centralized exchanges have relabeled unauthorized assets and redirected trading volume toward USDC and EURC. For arbitrage firms, this means holding dual inventories to mitigate de-pegging risks across jurisdictions.
Tether answered the shrinking-float story with an earnings flex: a $1.5 billion quarterly profit and a $4.11 billion buffer of excess reserves, reported the same week its circulation slid. Circle is running the opposite play — shrink now, entrench forever. In the span of a month it collected an OCC trust bank charter and then a NYDFS trust charter, giving USDC's issuer direct custody of its own reserves inside the US regulatory perimeter.
Stablecoin velocity has doubled in two years to roughly six turns per month, per Standard Chartered. "Velocity has increased, which contradicts our assumption that it would remain stable," Geoff Kendrick at Standard Chartered said. The divergence between shrinking supply and record throughput suggests the market is de-hoarding — behaving less like a parking lot for idle crypto capital and more like a payments network.
Venture capital is treating the shrinking float as an entry point. Augustus, a startup building a clearing bank for stablecoin settlement, closed a $180 million raise on July 21, mid-drawdown. Anchorage Digital has reported a pipeline of up to 20 banks and technology firms preparing to issue stablecoins under the new US framework.
The 2022 bear market took the stablecoin float from $166 billion to $122 billion — a 26% contraction bundled with a $40 billion algorithmic-stablecoin failure. Today's drawdown is 5.3% in eleven weeks with zero peg stress and record issuer profitability. The distinction is invisible in the headline number and decisive for anyone pricing counterparty risk on stablecoin rails.
