Six companies and industry groups jointly launched the Guangzhou Greater Bay Area AI Application Empowerment Center on June 18, creating a government-backed platform to accelerate artificial intelligence adoption across southern China's technology hub.
The center was established by six founding entities including CloudWalk Technology, Guangzhou Digital Technology Group, China Telecom's Guangzhou branch, PCI Technology Group, Guangzhou Yundie Technology and the Guangzhou Artificial Intelligence Industry Development Promotion Association, according to a joint announcement.
The center will build an AI application public service and ecosystem empowerment platform targeting the artificial intelligence industry needs of Guangzhou and the broader Guangdong-Hong Kong-Macao Greater Bay Area. CloudWalk Technology, a Shanghai-listed AI company specializing in computer vision and large language models, joins alongside PCI Technology Group, a Guangzhou-based smart transportation and urban intelligence firm. China Telecom's participation brings telecommunications infrastructure and cloud computing capabilities to the initiative.
The launch signals strong policy support for AI industrialization in the Greater Bay Area, China's most economically dynamic region with a combined GDP of about CNY 14.4 trillion ($2 trillion). For the involved listed companies — CloudWalk Technology and PCI Technology Group — the center could accelerate commercial AI deployment and create new revenue streams from government and enterprise contracts. China Telecom stands to benefit from increased demand for cloud and data center services as AI applications scale across the region.
The center's formation comes as Chinese cities compete to establish AI infrastructure hubs, with Shenzhen, Beijing and Shanghai all launching similar initiatives. Guangzhou's effort differentiates itself by bringing together a cross-section of AI specialists, telecom providers and digital government operators under one platform.
CloudWalk Technology, which trades on the Shanghai Stock Exchange, has been expanding beyond its core computer vision business into large language models and enterprise AI agents. The company reported revenue of CNY 624 million in its most recent fiscal year. PCI Technology Group focuses on AI-powered urban management systems including intelligent transportation and public safety solutions.
China Telecom, one of China's three state-owned telecom carriers, has been investing heavily in AI-ready cloud infrastructure. Its Guangzhou branch will provide network and computing resources for the center's platform.
