Tether is betting $7 million that its US-regulated stablecoin can crack the payroll and lending markets through fintech infrastructure.
Tether led a $7 million Series A funding round in Pact Labs, a fintech infrastructure firm that embeds blockchain-based liquidity into payroll, payments and asset-based lending, as the stablecoin issuer pushes its US-regulated USA₮ token beyond trading into mainstream financial workflows.
The investment follows Tether's $100 million strategic stake in Anchorage Digital Bank announced in February 2026, the entity that issues USA₮, according to company statements. Anchorage handles issuance and regulatory compliance while Pact Labs manages distribution and real-world utility, creating a vertically integrated stack for Tether's US operations with $107 million deployed across both firms.
Pact Labs has facilitated nearly $2 billion in loan volumes through smart contracts, with over $1 billion in loan originations, the company said. The firm serves more than 500,000 users across seven fintech partners, operating on blockchain networks including Aptos and Celo. Its model abstracts away the crypto layer entirely, embedding stablecoin rails into existing fintech products without requiring end users to interact with blockchain technology.
The strategy targets sectors that demand fast, low-cost dollar rails — salary disbursement, vendor settlement and asset-backed lending — where traditional banking infrastructure carries settlement delays and higher fees. Tether's USA₮, a federally regulated dollar-backed stablecoin designed specifically for the US market, competes directly with Circle's USDC, which has spent years building regulatory credentials and institutional partnerships, and PayPal's PYUSD.
The $107 million Tether has deployed between Anchorage and Pact Labs represents a concentrated bet on a US regulatory framework that has not fully materialized. Pact Labs' claimed $2 billion in on-chain loan facilitation suggests real traction, but the transition from existing stablecoin activity to USA₮-specific volumes will be the metric that determines whether Tether's investment thesis holds up against established competitors.
