Chainlink, FORMS HK, APEX Group, and CSpro launched a Tokenized Securities Framework in Hong Kong on Aug. 5, connecting institutional issuers with digital asset infrastructure across the full asset lifecycle.
"TSF establishes the infrastructure needed to connect new technologies with regulated market operations," Alex Chan, chief executive officer at FORMS HK, said.
The framework initially adopts the ERC-3643 token standard, embedding compliance controls directly in the asset layer. Chainlink contributes its Cross-Chain Interoperability Protocol (CCIP) for cross-chain asset movement and its Automated Compliance Engine (ACE) for policy enforcement and identity management. The framework integrates tokenized securities with digital money infrastructure, including tokenized deposits and bank-based settlement, to enable Delivery-versus-Payment (DvP) processes.
The launch positions Hong Kong to compete with Singapore and other jurisdictions for institutional tokenized asset flows. Chainlink has enabled tens of trillions in transaction value and counts Swift, Euroclear, Mastercard, Fidelity International, UBS, and S&P Dow Jones Indices among its adopters.
Hong Kong's digital asset push
TSF builds on the Blockchain Valley@Cyberport initiative jointly launched by FORMS HK and Cyberport in November 2025. The framework brings together financial institutions, technology providers, regulated intermediaries, and market participants to support Hong Kong's next-generation digital capital markets.
TS Connect serves as the execution and distribution layer, enabling investor onboarding, workflow orchestration, and participant engagement across issuers, intermediaries, and investors. It supports deployment through sandbox environments and pilot transactions for validation and interoperability testing.
APEX Group provides tokenization enablement and asset servicing through its Apex AD3 platform, supporting institutional structuring and lifecycle management. CSpro handles asset origination and market enablement through licensed intermediaries within Hong Kong's regulatory framework.
"Institutional digital asset markets in Hong Kong require reliable data, interoperability, and cross-jurisdictional compliance," Niki Ariyasinghe, vice president of Asia Pacific and Middle East at Chainlink Labs, said. "The Chainlink platform enables institutions to extend existing financial systems' identity and compliance data to blockchains while unlocking secure cross-chain interoperability."
What's at stake
Hong Kong's Securities and Futures Commission has been building a regulatory framework for digital assets, including guidance on listed closed-ended alternative asset funds issued in June 2026. The TSF aligns tokenized securities with existing regulatory frameworks while enabling innovation within a compliant environment.
FORMS HK brings more than 2,000 FinTech professionals to the initiative, while Apex Group operates with over 13,000 professionals across its global platform. The founding partners plan to expand the ecosystem through industry collaboration, pilot initiatives, and market participation.
The framework's success will depend on whether it generates actual transaction volume and participation from financial institutions, rather than just establishing infrastructure and participant connections. The launch establishes the architecture but does not by itself demonstrate market traction.
