EigenLayer published ELIP-018 on July 25, a draft proposal introducing the RETIRE framework for irreversible restaking exits.
"Restaking creates layers of obligations between stakers, operators, AVSs and slashing rules," the EigenLayer forum post said. "A terminal exit route can reduce that uncertainty."
The RETIRE framework — short for Retirement Enabling Terminal, Irreversible Restaking Exit — is designed as a final withdrawal path. Once a restaker chooses this route, the system treats the exit as permanent rather than a temporary state change, the proposal said. That can simplify accounting and reduce ambiguity about whether a restaker remains exposed to slashing risks across multiple actively validated services.
The proposal addresses a growing challenge as EigenLayer transitions from its early growth phase into deeper system design. Restaked capital on the protocol supports multiple AVSs simultaneously, creating layered obligations that make exits more complex than simple withdrawals. If exit routes remain unclear, conservative users may stay away, potentially affecting total value locked on the protocol, the forum discussion noted. The draft is now open for community feedback, with no implementation timeline set.
EigenLayer, built on Ethereum, lets staked ETH support additional services beyond securing the base chain. Its early story was about growth: restaking demand, AVS launches and the possibility of reusing Ethereum security across many services. Now the ecosystem is moving deeper into system design, where governance must answer questions about exits, emissions and slashing interactions.
The RETIRE framework is part of that second phase. It is not a hype announcement but infrastructure governance, the forum post indicated. For a restaking protocol, long-term trust depends on exits being as carefully designed as deposits.
Slashing is necessary in proof-of-stake and restaking systems because it creates consequences for bad behavior. But users also need confidence they will not be punished unfairly because of unclear exit mechanics, the proposal noted. That is especially important in restaking, where users may be exposed to multiple services and risk layers.
The proposal remains a draft. EigenLayer's community still needs to evaluate whether RETIRE is necessary, whether the mechanics are safe and how the framework interacts with existing withdrawal and slashing rules. No one should assume the feature is live, the forum post cautioned. The discussion comes as other protocols in the restaking ecosystem, including Lido and Symbiotic, also grapple with exit design.
